C*CERT+  ⇒ CCDR Flex File Reporting


Midnite Dynamics flagship product C*CERT+ version 3.1.0.0 represents a streamlined solution for preparing the new CCDR Flex File reporting requirements.

These new CCDR Flex File Requirements replaces the legacy CCDR 1921, 1921-1, 1921-2 and 1921-5 family of reports - for all new Contracts starting May 15, 2019.

C*CERT+ will continue to support the legacy CCDR Reports until they are fully retired.

The latest Flex File DID, Date Exchange Instructions and File Specifications were released in February 2018 -- and represent a radical departure from the existing 1921 reports. Midnite Dynamics is pleased to announce that C*CERT+ v3.1.0.0 accommodates all of these latest changes -- and is here to support you now when these new CDRLs are levied on your programs.

There are numerous changes with these new Flex File requirements, including but not limited to:

Many of these changes are radically new and not trivial, forcing contractors to become reliant upon their IT organization for support, resulting in a huge investment in capital, resources and time trying to develop a CCDR Flex File solution from scratch!

Given our proud history in providing streamlined solutions for automating and producing legacy 1921 CCDR reporting, the only real solution for streamlining and automating these new Flex File requirements now and into the future is C*CERT+ .

Flex File Report Configuration

Report Configuration is one of the new Flex File Requirements.
We have included all required options and added a few addtional ones for more Flexibility within C*CERT+


Flex File Orders/Lots

Orders/Lots is one of the new Flex File Requirements.
Again leveraging existing Legacy Functionality made the implementation of Orders/Lots a simple process.


Setup Unit/Sublots

Create the Master List of Units or Sublots required for Reporting.
Once you have the Master List, use C*CERT+ Mapping and Allocations to allocate costs appropriately.


Setup CLINs

All Reported Cost Collectors are now required to be associated (mapped) to a CLIN. Setup CLINs creates the Master List of CLINs.

C*CERT+ will use a Source System field or an Internal C*CERT+ field (identified in Report Configuration) as a lookup for CLIN mapping.


Setup Overhead Categories

Flex File implements more Robust Data Requirements - down to the Contractor Functional Category and associated Overhead Categories.

Setup Overhead Categories creates the Master List of Overhead Categories to be used to map to the incoming Source System Functional Categories.


ETC/FAC (Forecast at Complete) Allocations

At MDi we recognize that Actual Cost Collections and Estimate at Completion planning are not necessarily performed at the same level of the WBS Hierarchy.
In fact, in many cases Actual Cost Collections are at a much lower level than the ETC Planning.
C*CERT+ provides the flexibility for ETC/FAC Allocations no matter what level they exist in the Source Data.
An initial Report Configuration setting indicates whether ETC or FAC was imported and what level the ETC/FAC source data resides and C*CERT+ will then react accordingly.


Standard Category Mapping

Part of the Flex File requirement is to map every instance of a unique Account/Functional Category combination to a Government Standard Category.
This mapping is required for all Actuals from Inceptions up through Incurred To Date by Actual Period
C*CERT+ provides the flexibility for performing this mapping using: A user friendly Interface or importing from an Excel Template.
Company Mapping Rules are available which can be set at an Enterprise, Business Unit, Department or Program level and then distributed to Programs for importing and processing.


Flex File Validations

50+ Flex File Validations organized by Meta Data, Numeric and Structural
Validations will highlight Flex File issues and show you exactly where they are (No Searching Required!).
All Validations can be Exported out to an Excel Workbook. Each included Validation on a separate worksheet.


Flex File Excel Analysis

See your Flex File data in the Legacy Excel Formats.
C*CERT+ also has Excel Workbook outputs of each Flex File JSON Table on a separate worksheet for further analysis.


Account TAGS

In addition to the mandatory DD FORM 2794 data fields, up to 12 additional data fields that already exist within, and are exportable from the Contractors system(s) may be requested. These additional fields can easily be included within the Source Data C*CERT+ uses.
